This PAIA manual is drafted in terms of Section 51 of the Promotion of Access to Information Act 2 of 2000 (“PAIA”) and updated to be consistent with POPIA.
1. Introduction & purpose
This manual describes the types of records held by Muslimfin Family Office and explains how members of the public and our clients may request access to records under PAIA.
2. Contact details (Information Officer)
Head / Information Officer: Fairbairn Consult (Pty) Ltd, acting for Muslimfin Family Office
PAIA / POPIA contact & address:[email protected] (postal & physical address: [insert]) Requests may be submitted by email, post or delivered by hand to the address above.
3. Records held (typical categories)
We hold records such as: client files, engagement letters, agreements, financial records, KYC documentation, correspondence, valuations, marketing records, internal policies (including this manual), HR records, and IT/log data.
4. How to request access under PAIA (step-by-step)
Prepare a PAIA request: Use the prescribed request form (template provided below). Provide full details (applicant name, contact, ID, description of records sought, format required and reasons if necessary). If you request a copy of this manual, use Form A (or the equivalent).
Submit the request: Send to [email protected] or to our postal address.
Request fee: For private bodies, a prescribed request fee may apply (commonly R100) for non-personal requesters; personal requesters may be exempt — see Form 2 / Annexure guidance and the Information Regulator for current fees. You may be required to pay an access fee for reproduction or search time; we will notify you of any fees before processing.
Acknowledgement & timeline: We will acknowledge receipt within a short period. PAIA requires that we provide a decision within 30 days of receipt of the request (this period can be extended by a further 30 days in certain circumstances). If records are held by a third party or another office, the timeline may be extended and you will be informed. If we refuse access fully or partially you will be given reasons and information on internal appeal rights and avenues for review.
5. Fees & payment (PAIA)
A non-refundable request fee (where applicable) must be paid before we process the request. Current prescribed fees are set by the Information Regulator and may change — the usual starting fee for private bodies is R100 (please confirm current rate). Additional access fees (copying, postage, search time) will be communicated before finalising the request and must be paid. See Annexure D of PAIA manuals for standard fee tables.
6. Grounds for refusal & exceptions
Access may be refused where PAIA permits, including but not limited to: protection of personal privacy of third parties, commercial confidentiality, legal privilege, safety/security, or where disclosure would prejudice law enforcement or regulatory processes. Refusals will be properly reasoned and will explain appeal rights.
7. Internal appeal & external review
If you are dissatisfied with our decision, you may lodge an internal appeal to the Information Officer (follow the internal appeal form). If still dissatisfied, you may approach the courts or the Information Regulator.
8. Template PAIA Request Form (basic)
(Use this as the minimum information required — the Information Regulator has recommended templates and forms that may be used.)

Full name of requester: ____________________________
We maintain indexes of record categories and apply reasoned retention schedules. Access requests are logged, tracked and escalated to the Information Officer. Records are provided in the format requested, where possible, or in the format held.
10. Miscellaneous & updates
This Manual and PAIA contact details will be reviewed and updated as required. For current PAIA fee schedules, forms and guidance, see the Information Regulator site and PAIA guides.
